Manila Chief of Police James Skinner was honored with a retirement luncheon on Thursday, Dec. 13. City employees, city officials and fellow officers gathered at the Airport Center to wish him well.
Chief Skinner will retire at the end of the year with a 29 year career in law enforcement.
He started his career with the Mississippi County Sheriff’s Department. Skinner also worked with the Monette Police Department and back to the Mississippi County Sheriff’s Department before joining the Manila Police Department in 2006.
In addition to serving as police officer, he was the Manila School District Resource Officer for nine and a half years.
He plans to continue working for Howard Funeral Service (where he has worked part-time for several years) and continue as deputy coroner where he has served for 11 years.
“It has been an awesome career,” Chief Skinner said. “The time is right for my retirement.”
Mayor Wayne Wagner welcomed everyone and offered his appreciation to Chief Skinner for his years of service to the citizens of Manila.
“Chief Skinner has had a positive effect on the school and the community,” Mayor Wagner said. “His legacy will be making the streets and hallways of Manila a better place. The police department and the city employees work together to make Manila a good place to live.”
Officer Jarred Camp presented the chief with a plaque from the department.
“I have worked with him for nine years,” Camp said. “I have learned a lot from him. He will be missed.”
Officer Delbert Carter said he has known Chief Skinner for many years.
“He was one of the first officers I rode with,” Carter said. “He taught me a lot, especially how to deal with people.”
Everyone enjoyed chili and pizza. The pizza was provided by First Commercial Bank and the chili was made by Mrs. Kenny Tune.
Chief Skinner’s wife, Karen, was present for the luncheon.
“It is not easy on the family of police officers,” Mayor Wagner said. “They are available 24/7. Many times they are called away from Christmas dinners or other family times. We also appreciate the support of our officers’ families.”
"It is good to sit down and enjoy a meal with friends," Chief Skinner said.
