Russell Ray Normand, 79, of Blytheville, passed away Friday, Nov. 3, 2023, at Flo and Phil Jones Hospice House in Jonesboro. Funeral arrangements are incomplete and will be announced when complete. Cobb Funeral Home is in charge of the arrangements.
