Born in Bay Village, she was the daughter of the late Tom and Albertine Shaver Clements and had been a Manila area resident since 1958. Shirley was a 1964 graduate of Manila High School and retired from the Arkansas Department of Human Services in 2003. She was a member of Westside Baptist Church in Manila and enjoyed cooking for her family.
