Why isn't FBI investigating city's IRS case?

The city of Blytheville owes the Internal Revenue Service over $3 million. The IRS is an agency of the government. Since the IRS is federal, why hasn't the FBI been in to investigate this matter? The FBI has all kinds of agents, including auditors. It would be interesting to find out how the mayor and City Council would answer the question above...
